MINUTES OF THE MEETING
Held in the Nicholls Hall on Tuesday 21st July 2009
79-2009 Present:

There was no Declaration of Interest declared.
82-2009 Declaration of Acceptance for Cllr Brookes:
Cllr Brookes Declared Acceptance of her post. Signed in the presence of acting Clerk, M Jones.
83-2009 Parishioners and Visitors Time:
83.1 Police Report – No Report
83.2 Questions from the floor – It was noted that with reference to Highways/Byways (previously reported on in Minutes of 16 June 2009 69.1 & July Parish Magazine Article) the use of the word ‘unfortunately’ in the Parish Magazine Article can be misconstrued that the Council is bias towards the use of this particular highway/byway and therefore should not have been used. The Chair took this on board and stated that there was no bias from the Council on this point.
84-2009 To approve the minutes of the previous meeting:
The minutes of the meetings held on Tuesday 16 June 2009 were deferred for approval until the next Parish Council Meeting.
85-2009 Matters Arising:
85.1 Highways, Parking and Traffic Issues including possible Bus Shelter –
The Chair had been in contact with Devon County Council with reference to the possibility of providing a Bus Shelter. The conditions of providing a Bus Shelter from DCC were that the Parish would cover the costs for siting and maintaining a shelter. It was noted by Cllr Holland that this issue had been approached previously with a non agreement and the siting of the shelter had been one of the main issues.
DCC had been asked for advice on a possible 20mph speed restriction through the village. They reported back to the Council that they were looking closely at the advantages and disadvantages of this action and will be issuing leaflet form information on this in due course.
85.2 Parish Plan update – All the results of the questionnaires have now been issued back to the Parish Plan Steering Group where upon it will published in a more readable format.
85.3 Beating of the Bounds – This item was deleted from the Agenda.
85.4 Granite Way – The sign has been put back up. It was noted that the Granite Way will stay on future Agendas as ongoing issue with DCC.
85.5 Draft Brief – To be deferred until Next Meeting
Request for Website update: details of new Cllrs and change of titles etc are now completed for update.
86-2009 Receive Reports from Councilors on respective outside bodies:
86.1 DNPA – Ms Moriarty/Mrs Holland – No Meeting.
86.2 Police Authority – No Meeting.
86.3 Southern Link Committee – Mrs Holland: Attended meeting 18 June 2009 –
i) ‘Packed Team’ – a Group of like minded local organizations to form a Committee
ii) Devon Primary Care Trust – Emphasis back on Local Care from Local Hospitals
iii) Parish Emergency Plan – Workshop Meetings to be arranged.
iv) Parish Plans – Discussion on their use with successful and unsuccessful Plans exampled.
v) Waste Contracts – The process by which contracts are won either by one company or ‘split up’. A long process!
86.4 Nicholls Hall Committee – Mrs Boyd: In her absence it was noted by Mrs Holland that the last Bistro Night once again was a success. Two pictures have now been put up in memory of Ted Lions for who was a benefactor to the hall. Also it was noted that the Hall will be closed the first week in August for maintenance of the floors for which funds from the various Bistro nights are paying for.
86.5 West Devon Borough Council – Cllr McPhie: The Waste Contract bidding deadline and completion is March 2010.
‘Dartmoor Association’ has now been renamed to ‘Dartmoor Partnership’ hosting a new website with free advertising for local businesses etc.
To clarify a point previously raised on the Dog Bins on the Granite Way: These fall into a grey area as the track belongs to Devon County and the collection would be West Devon. To help remedy the dog fowling of the Granite Way with more bins it would be down to the Parish to purchase the bins and pay a small fee to West Devon Borough Council to empty them. It was noted that this could be considered alongside more signage and different siting of the bins (more information needed on costs).
86.6 Dartmoor National Park Comments: There is now a new Chairman of the Development Control Committee,……... It was also noted that with concern, that inspectors have allowed the Steward Woods Community at Moretonhampstead to stay and that this could offer opportunity for other Communities to search other local sites, such as Fernworthy, to settle.

1. Correspondence from parishioners regarding the audibility of meetings: This was by the Council and that effort would be made to be more audible in future meetings.
2. Letter from a parishioner requiring a reply: The Chair was requested to reply on behalf of the Council acknowledging the letter and its contents.
